Electricity Transmission within the Croatian power system

HOPS provides the service of electricity transmission within the Croatian EPS to network users under conditions that ensure the highest possible quality of electricity, minimal costs and high reliability and security of the system.

Customers classified into the following categories pay the service of electricity transmission, through a fee for the use of the transmission network:

1. Entrepreneurs:

  • connected the high and very high voltage network,
  • connected the medium voltage network, and
  • connected the low voltage network.

2. Household connected the low voltage network.

According to the Methodology for determining the amount of tariff items for electricity transmission (Official Gazette No. 84/22) and the HERA Decision on the amount of tariff items for electricity transmission (Official Gazette No. 145/2024), the following tariff items (prices) apply:

Cross-border electricity transmission

To market participants who want to import, export or transmit electricity across Croatian borders, HOPS (directly or through the allocation office /JAO, SEE CAO, ELES and EMS) allocates transmission capacities on cross-border lines and checks the feasibility of their planning schedules.

Transit is the transmission of electricity from one foreign country to another or from a foreign country to the same country via the electricity system of the Republic of Croatia. HOPS approves electricity transits to market participants, taking into account the technical capabilities and security of the system operation and coordinates transits with the system operators of neighbouring countries. HOPS enters approved transits into the System Operation Plan. Since 1st July 2007, HOPS has participated with most European transmission system operators in a unique inter-compensation mechanism for the calculation and compensation of costs of the part of the transmission network that participates in the electricity transit.
