Procurement procedure of mFRR balancing capacity and/or balancing energy for through a public tender

HOPS conducts the process of procuring mFRR balancing capacity and/or balancing energy through public tender for products in positive direction (mFRR+, increase of production/decrease of consumption) and negative direction (mFRR-, increase in consumption and decrease in production), below we provide basic information related to the procurement process.

How to become mFRR balancing service provider?

Pursuant to Electricity Balancing Rules (HOPS, 12/2023), balancing service providers have to:

1. Successfully complete the prequalification process

Technical competence of end users for provision of balancing services is proven by pre-qualification process.

2. Sign the Balancing Service Agreement for mFRR (‘BSA’) with a TSO

  • Balancing Service Agreement can sign all individual network users and aggregators who have successfully completed prequalification process and demonstrated ability to provide needed services.
  • All individual network users and aggregators who have sign the Balancing Service Agreement for mFRR with HOPS are defined as balancing service providers and constitute the Register of Balancing Service Providers.

What after signing the Balancing Service Agreement (‘BSA’)?

All balancing services providers who have signed the Balancing Services Agreement-mFRR with HOPS can participate in Public tender for procurement of mFRR balancing capacity and/or balancing energy and submit bids to HOPS for mFRR balancing capacity and/or balancing energy. 

Public tender for procurement of mFRR balancing capacity and/or energy for system is in accordance with the Bidding rules for procurement of mFRR balancing capacity and/or energy for system security (HOPS 02/2023).
