Public tender for procurement of mFRR balancing capacity and/or balancing energy

All Balancing Service Providers who have signed a valid Balancing Service Agreement for mFRR have the right to participate in Public tenders for procurement of mFRR balancing capacity and/or energy.

Balance Service Providers, in terms of the Bidding rules for procurement of mFRR balancing capacity and/or energy, are defined as Bidders.

Bidders submit bids to the Transmission System Operator for the subject of procurement: 

  • mFRR balancing capacity 
  • balancing energy from the contracted mFRR balancing capacity 
  • balancing energy from voluntary bids for mFRR balancing capacity.

Balancing service providers who have received confirmation on the selection of the bid for mFRR balancing capacity for the period of providing the balancing services have the right to transfer all or part of the obligation to another Provider.

*  With the consent of the Bidder, it is possible to use a longer maximum activation period, i.e. a shorter time between two activations, as stated in Annex 1 of the Balancing Service Agreement for mFRR. 
** mFRR balancing power price limit: defined as a unit price calculated in accordance with the applicable Methodology for determining balancing capacity prices for a balancing product with same/similar parameters. 
*** Balancing energy price limit: HOPS reserves the right to prescribe a balancing energy price limit, especially in the case of significant differences between the offered balancing energy prices and the prices on the wholesale electricity market.

Weekly tenders for mFRR balancing capacity:



Bidders shall submit bids for the mFRR balancing capacity for system security in HRK/MW, by prescribed form, via e-mail


Bid selection method in the tender for procurement of mFRR balancing capacity:

  • all bids for the mFRR balancing capacity are sorted from the least expensive to the most expensive offered  price and form a list of bids
  • in case there of two bids with the same offered price of balancing capacity , bid with earlier submission time will be selected
  • all bids from the list up to the required amount of mFRR balancing capacity are selected
  • in case the last selected bid from the list is indivisible and in the sum with other previously selected bids exceeds the required amount of mFRR balancing capacity, the same will not be accepted.

The total amount and direction of the required mFRR balancing capacity and balancing energy for the tender shall be announced once a week before the start of the tender:

BALANCING ENERGY BIDDING PROCEDURE
Balancing service providers who have received confirmation on the selection of the mFRR balancing capacity bid are required to submit a balancing energy bid  in an amount equal to or greater than the agreed amount of the power reserve. 

Bidders who have not received confirmation on the selection of the mFRR balancing capacity bid may submit a voluntary balancing energy bid.

Gate Opening time, GOT:
  • 15:00 hours on the second last working day preceding the week of delivery 
Gate Closure time, GCT:
  • 13:00 hours on the last working day preceding the day of delivery (D-1).
Bid submission time:
  • GOT - GCT.
Manner of submitting bids: 
  • Bids are submitted via e-mail.

TRANSFER OF OBLIGATION 

Balancing service providers who have received confirmation on the selection of the mFRR balancing capacity bid for the period of providing the balancing services have the right to transfer all or part of the obligation to another Provider.

Provider transferring the obligation and the provider who undertakes the obligation of provision of balancing services must jointly submit a Request for the transfer of the obligation in accordance with the Balancing Service Agreement - mFRR.

The request for transfer of the obligation is submitted no later than 15:00 hours on the day preceding the day of delivery (D-1).
Transmission system operator (HOPS) delivers new confirmation on the selection of the mFRR balancing capacity bid to the provider transferring the obligation and the provider who undertakes the obligation of providing the balancing services and confirms submitted request for the transfer of the obligation no later than one hour before time of delivery (H-1), via email. 

In case of rejection of the Request for transfer of the obligation, the Transmission System Operator (HOPS) is obliged to submit a response to providers with explained reasons for refusing the transfer.
